Abstract
Institutions understood as a typical activities system of norms, procedurs patterned human behavior, the used of equitment and the people who make the patterned behavior. Thus carnival institutions means a typical activities system, contextual to he norms, affecting human patterned behavior and the using of carnival equipments. Jember Fashion Carnival is an attractive carnival institutions phenomenon to choose and observe. Jember as a moslem district city have built and created a typical carnival activities system that made Jember as Indonesian or World Mode Tourism. Jember Fashion Carnival ia an annual carnival activities has been noted since 2003 until now and has achieved great significant social, economical and political progress. It has created new systems for youth and had Institute such as Shool of Fashion there, Jember Fashion Carnival Council, Security Forces, Local Government and other superstructure developed rapidly as noted factors. The existence of positive power of ideology has dominated and stimulated the spirit and identity of society who need great change, new challenge and revolutionary. A great dream of subjective power which loaded actual global ideas must be communicated urgency through fashion art carnival institutions. Not through verbal text but through a variety of fashion art creativity that make roadway as astrolling catwalk. In totality the carnival affect the typical societies’ behavior. Different carnival events have been scheduled for continuiting its quality successful every times with creative ideas that have improved and developed. Excavating creative fashion art on set theme have stimulated the youth to produce constantly a variety of different creations one to another, exciting and spectaculair as an object culture, complemented the social institutions happened. The phenomenon of Jember Fashion Carnival has survived 11 years, as a proof of successful society that can build its own social independent institutions, rise from the people, by the people, built and mobilized the people as a cultural captital with creative quality of global voice message.
