Abstract
The purpose of this study is to obtain what competencies of teacher are needed by "X" Preschool Education Institution, what competencies of teacher are already possessed by "X" Preschool Education Institution, and what competencies of teacher are needed to be developed in "X" Preschool Education Institution. The study is consisted of two steps. First, observation, interview, and questionnaire to head of education institution for determining competency model. Second, competency measurement through competency based interview to all teachers. Questionnaire and a list of interview referred to Spencer's competency theory (1993). The result of study suggest that there are eight valid competencies needed by "X" Preschool Education Institution: impact and influence, developing others, interpersonal understanding, other personal characteristic and competencies, professional expertise, self confidence, teamwork and cooperation, and customer service orientation. Measurement of those competencies explains that six teachers (54.5%) still needed development as preschool teacher, three teachers (27.2%) are qualified as preschool teacher (good), and two teachers (18.2%) still met preschool teacher qualification (average). Competencies for developing others, self confidence, and professional expertise are top priority competencies to be developed. Suggestion for "X" Preschool Education Institution are to organise related training with the three priority competencies and to provide feedback to each teacher. Further study can investigate about competency model for different positions such as principal of "X" Preschool Education Institution.
