Abstract
Indonesian Small and Medium Enterprises (SME's) were important factor in social and economy in Indonesia, due to great number of history, GDP contribution, and total employment. But, mostly they failed to sustain their business because of their weakness in competitive advantage due to fierce competition especially with larger firms. Innovation could be a source of competitive advantage for Indonesian SMEs, even the open innovation imperative either technology exploration or technology exploitation would enable them to benefit external ideas and external path to market. To implement open innovation, Indonesian SMEs mostly have some disadvantages. Innovation is generated from new knowledge. An extant literature study would be done to explore whether organization culture and organizational learning would be able to strengthen the innovation process of Indonesian SMEs. The study would reveals which type of organizational culture and organizational learning could improve the innovation process of Indonesian SMEs.
