Abstract
This research aims to analysize the effect of fiscal decentralization to welfare live at municipalities in East Java Province, Indonesia for 2008 until 2011 by variables are: fiscal capacity, financial dependence and expenditure structure. The method of analyise was Partial Least Square (PLS). The results of the research are: there is direct effect between fiscal decentralization to regional fiscal capacity, there is direct effect between regional fiscal capacity to regional financial dependence, there is not direct effect between regional fiscal capacity to regional expenditure structure, there is direct effect regional financial dependence to welfare live, there is direct effect between regional financial dependence to regional expenditure structure, and there is direct effect between regional expenditure structure to welfare live. Based on these results, the implementation of fiscal decentralization can implement in increasing the quality of development activity and development equity on East Java Province, Indonesia.
